But, If you want to dress up on halloween, you should be able to be who ever you want to be! If I saw a white kid dressed as Tiana and a black kid dress as Mulan, I wouldn't care!
IMO, it's perfectly okay to dress up and cosplay as certain characters. You are not 'dressing up' as a culture; you are dressing up as a character. The issue arises when you start including things like cultural appropriation and blackface. Regardless of your skin tone, height, weight, or any other factor that you cannot change about yourself, you should be recognisable as a character.

@Nerdyartgirl In your original post, can you better define for us what you mean by "dress up"? For example, were you planning on getting an outfit, or maybe making one yourself?
