Yes. Bending is not matrilineally passed on, there are many cases in the show where the mother of a child is not a bender. But you may instead be asking if it's possible for two non-benders to have a bending child. This is confirmed as true, although it appears uncommon, we only know of three confirmed instances of this, those being Katara, Toph, and Kiyi (I suspect Kuvira may also have had two non-bending parents but there is not enough evidence to state this as certain), all of which had a bending ancestor though.
