Hama can bloodbend, but Ozai is almost always guarded. It is likely impossible, even on a full moon, for hama to bloodbend several people. If hama would try to bloodbend, the guards would stop her. She couldn't challenge him to an agni kai either, as far as I know. Since agni kai is for fire benders. So, with all things considered, Ozai would likely win.
