<p>Probably, since the properties of ice change depending on how it freezes & what the conditions were like, but even so, a small volume of ice is limited in what it can do. Glaciers can carve up huge swaths of land because there's just so much ice.
</p><p>To give a bit more detailed commentary:
</p><p>>If you've ever handled the stuff, you've noticed that ice is light. Anything that relies mainly on weight to do damage, like a hammer, isn't such a great idea.
</p><p>>A sword's weakest point is the handle, so it'd be best to cut out the middle man & make something like the katar Tonraq uses against Zaheer. You'll also noticed that he used it mainly to stab. Since ice gets brittle when it's thin, it doesn't make such a great blade, although the advantage a waterbender has is that they could reform it.
</p><p>>Ditto pretty much anything that relies on having small, elaborately shaped parts, like a sickle or something. If you want to get any mileage out of them at all, you'll want to thicken them. But the main use of something like that is trapping the opponent's limbs or weapons, & a better strategy would be using a water whip & then freezing it.
</p><p>>A shield would have to be pretty damn thick to be worth a damn, & wouldn't stand up well to anything to something like a mace. It would also be weaker around the edges, which is a problem, since a shield's general goal is to glance blows off to the side.
</p><p>>Ever noticed that an icicle becomes easier to break the longer it gets? If you want a spear, your best bet is to put a small ice blade on a shaft of something not ice, & have it be really thick to anchor it well. Unless you only plan to use it for a single attack or throw.
