Did you even see the episode in which Bloodbending is introduced in ATLA? Katara was horrified at it, and only ever actually used it herself when she had no other choice. I can't remember Katara ever actually willingly bloodbending another individual, with one possible exception(My recollection is fuzzy, but I vaguely recall her possibly using it - and later regretting having done so - in the episode in which she and Zuzu track down her mother's killer).

Plus, as Agression pointed out, Katara is the main reason why bloodbending is illegal in the Republic.

Katara intentionally used blood bending on the souther raiders to try and avenge her mother.
