The Avatar just happens to be the only one who can actually manage to do so. And just as Wan's/Yang Chen's/Kuruk's/Kyoshi's/Roku's/Aang's/Korra's bodies are different, they share the same spirit, which can never die, NEVER. The only reason Korra couldn't contact them is because of the the stuff with Rava, practically making her the first Avatar and the equivalent of a mortal who cannot contact her past lives. But somehow, as the Avatar, the next one will be able to somehow solve this problem
