<p>Actually, it has been said that spirituality is what opens the bending for a person. The Lion Turtles once opened up all the chi paths in a person's body. Giving him/her access to the elements (though the bending arts themselves were later on taught by dragons, bison, badger moles and the moon spirit at some point after the humans stopped living on the Lion Turtles. Before that, people didn't really know how to bend the elements, they just knew how to wield them). So spiritual energies determine whether a person is a bender or not, and spiritual connections determine how powerful the bender is. But it depends on where the bender is from to determine what kind of bender he/she is and especially the environment which the element bases on (and the nations each have specific element based on their geographical location. For example, firebenders come from the Fire Nation because that land is extremely hot and firebenders have much affinity with hot areas). Of course, bending does also pass down to offsprings if they are also blessed by the spiritual auras of their parents. But sometimes people are born benders without having any lines of benders in their families.
