<p>Hou-Ting could've been pretty bad if she hadn't been so arrogant to let a bunch of potential assassins walk up to her throne with only a couple guards to protect her. After all, she <i>was</i> pretty obviously planning to annex the URN back into her kingdom with her army of earth- and airbenders. Hou-Ting and Kuvira were both pretty malicious when it came to ruling the Earth Kingdom/Empire; kidnapping/imprisoning citizens to force them into their army/make them perform penal labour, taking whatever wealth/resources they like from the people, wanting to annex neighbouring territories etc. I'd have to say Kuvira was more extreme and innovative in her role as a tyrant, though, so she takes the cake in the matter of who's the worst of the two.
</p><p>However: I'd also like to answer another question: Who was the Lamest? Then I'd say definitely Hou-Ting. That said, Kuvira's explanation for suddenly turning evil was pretty lame (as in hugely unsatisfactory), though.
