<p>Ok we all know that Both Kuvira and Hou-Ting were very tyranical rulers who cared only for themselfs. (I personaly think they were the worst rulers of the Kingdom). But who was the WORST ruler of the Earth Kingdom (or Empire)?

I'd believe it - even before he absorbed Vaatu, I'm certain he was controlling them in the Spirit World; didn't he use them to force Korra's hand and make her open the other portal in time for Convergence? <p>It's different from other dark spirits since he can do it at will(kinda like Wan Shi Tong second form) while the dark spirits are transformed when they are unbalanced. And they mostly appear to help Unalaq that's working for Vaatu like attacking the tribe and making his brother be banished or attacking the SWT so he could say they were being attacked by the spirits be cause they lacked spirituality(a lot of nations lacked it but only the Water Tribes were attacked by dark spirits, the North when his brother was banished and the South when he told Korra that to stop the attacks she needed to open the portal).

<p>Yes, anger is the cause of transformation. Hei Bai became a panda when relaxed. Unalaq did not say that commanded the spirits to attack the Water Tribe.

If Vaatu helped him or not doesn't matter. You said no one could control the spirits.

<p>Hou-Ting could've been pretty bad if she hadn't been so arrogant to let a bunch of potential assassins walk up to her throne with only a couple guards to protect her. After all, she <i>was</i> pretty obviously planning to annex the URN back into her kingdom with her army of earth- and airbenders. Hou-Ting and Kuvira were both pretty malicious when it came to ruling the Earth Kingdom/Empire; kidnapping/imprisoning citizens to force them into their army/make them perform penal labour, taking whatever wealth/resources they like from the people, wanting to annex neighbouring territories etc. I'd have to say Kuvira was more extreme and innovative in her role as a tyrant, though, so she takes the cake in the matter of who's the worst of the two.
</p><p>However: I'd also like to answer another question: Who was the Lamest? Then I'd say definitely Hou-Ting. That said, Kuvira's explanation for suddenly turning evil was pretty lame (as in hugely unsatisfactory), though.
