It's very possible that she didn't contribute as much publically towards the development of RC. We won't really know until the comic addresses it.
<p>Thinking back on LoK, book 1. Was there anyone who lived in Katara's shadow? If we remember the other Avatar characters and statues, each has a potential character who has to live up to their example. Lin has Toph, Korra and Tenzin have Aang, Iroh II has Zuko, and maybe Tarrlok for Sokka. Yeah, the last one could be a stretch but does potentially work.

</div>Eh, it's hard to tell. Katara doesn't really seem like the type whose legacy shadows over people. At the same time, she's very talented and has enough power in the Avatarverse that I imagine envying her wasn't rare (like in The Rift). But I don't really think anyone was shadowed by her legacy.

<p>Envy could certainly work as a motivator for a character, but who would really be envious of her in the book? I cannot think of any of the mentioned characters nor anyone else.
</p><p>I can really only think of Kya, but her story element didn't really have much to do with her mother. Besides, when she goes back to the SWT, there's no real mention of the relationship other than they seem to work together.
