<p>If we're looking at just their parenting skill, then they're all even. Ozai trained Azula into his perfect tool of revenge and burned Zuko's face. His actions screwed up Azula to the point where she was schizophrenic, insecure, and downright insane.

This haunted Tarrlok to the point where Tarrlok recognized many years later, when he was an adult, Noatak's bloodbending grip. Then, although both boys swore that they would set out against Yakone and do whatever it took to stop his powerhungry lust for Republic City (which, again, is quite similar to Ozai; Republic City at this point is the most important place in the world; both wanted their kids to gain huge political power in the world). However, both kids ended up doing <i>exactly</i> what Yakone had predestined for them: they beat the Avatar using bloodbending and took ovr Republic City, each at different times. They were both the most powerful men, politically speaking, in Republic City. Tarrlok then realized how Yakone had broken his and Noatak's wills, and so did Noatak. The two went back and, although we see an extremely deep, tragic side to them both... Tarrlok ended the two's life, believing that too much damage had already been done.
</p><p>So, Ozai's actions led to his son's black eye and his daughter's insanity, Unalaq's actions led to his children's brainwashed insanity like Azula's constantly convincing themselves that daddy is the only one who's correct, Hiroshi's actions actually ld to a good part of Asami, and Yakone's actions led to his younger son being mentally and physically scarred for life form a painful session of bloodbending and his sons' death. Minus Hiroshi, all three men use their kids as tools for power.
</p><p>Thus, I rule Hiroshi out of this and call a stalemate amongst Ozai, Yakone, and Unalaq. I rest my case.
