i'm not basing this off any personal hindu knowledge, as i have basically none, other than what little internet research i've done. i'm basing this solely off of facts that we've seen in the show. in fact, when i first got into it, i thought they were seperate, until i looked at the facts. as stated by iroh, raava and wan became one single soul, so i'm not forgetting her existence - that is the definition of avatar. korra recognized her teacup. roku said that he and aang are the same, and that he is a part of aang. raava said that she and wan would be together for all his lifetimes. (which means that raava didn't leave his body, but that their combined soul did). iroh said that korra was once avatar wan. (he explicitly stated this), and that she and raava became one being. there's loads of evidence to support this theory, and relatively little for yours, which does require much speculation. in the past (in the war room) we have chosen to ignore small evidence that doesn't make sense with the large majority of the rest of the evidence. and the "small evidence" can be explained by the "large evidence," so we really do know they are the same.

and as a small side note, yes, this would require that babies in avatar dont' have souls until they're born, or at least the avatar does not. however, this specifically is not brought up at all, so we dont' need to reflect this at all in the article.
